If you have a proven theory, it can be used to generate data - extensive experimentation is not needed. However, it is essential that each theory is validated against experimental data before it is used, to ensure that predictions made using the theory will be useful.

Theories are very domain-specific, so several of them would be needed to tackle a range of formulation problems. Sadly, validated theories are not always available. But where they are, they can be invaluable in fast-tracking new development.
